PASIGHAT, July 20: The Nepali community residing in Pasighat observed the 201st birth anniversary of legendary poet Adikavi Bhanu Bhakta Acharya who translated Ramayana from Sanskirt to Nepali. Thousands of delegates from across the country reached Donyi Polo Yelam Kebang Hall, Pasighat here on July 19 to participate in the celebration, organised by the Nepali Sanskriti Suraksha Parishad (NSSP), Pasighat unit.
Local MLA Kaling Moyong lauded the efforts of NSSP and appealed all to follow the principles and ideals of Bhanu Bhakta who was not only a poet and philosopher but a great social reformer. TAWANG, Jul 20: A mock drill on Disaster Management was conducted at Govt. Higher Secondary School, Tawang by 4th Bn ITBPF personnel.
The programme was organised to sensitise the teachers and students on the ways and means to deal with disasters. The Jawans also dealt at length about the precautionary measures to be adopted to avert disasters.
Further, the Jawans also displayed how to react to disasters like earthquake and fire accidents and carry out the relief and rescue operations. The high point of the exercise was involvement of the students in the rescue drill. Pamphlets on Dos and Don’ts during and post disasters were distributed among teachers and students. ZPM, BEO pay joint visit to ME School Pabua
ITANAGAR, Jul 20: Zilla Parishad Member of 7th Seppa Raju Gyadi and Block Education Officer Ashing Lamgu along with CRC today visited the Government Middle School Pabua under Seppa circle. Inflated land compensation delays TAH
Govt. to expedite land compensation
NAHARLAGUN, Jul 20: The State Government has taken serious note of the inflated land
compensation amount which has caused delay in implementation of the Trans-
The State Cabinet has decided that compensation will be admissible only in respect of constructions which are prior to notification for the land acquisition. Further, no compensation will be paid for any structure howsoever old it is, if it falls within five meters from the central line of the road.
Earlier, the Government had set up a Committee headed by Belatee Pertin, Commissioner (Land Management) to review the whole matter and make its recommendation.
The Deputy Commissioners of Lower Subansiri, Upper Subansiri, Kra Daadi, Kurung Kumey and West Siang have been directed to expedite the matter and finalise land acquisition by July 31.
It is hoped that with finalisation of the reduced compensation, work on TAH will progress fast after the rainy season is over.
It is also noted that execution of TAH in the eastern districts of Tirap, Changlang, Longding and Lohit is progressing well and there has been no difficulty in land compensation.

Normalcy limping back to East Kameng
SEPPA, Jul 20: Normalcy is slowly returning to Seppa and other parts of East Kameng with restoration of road communication between Seppa and Tezpur on Friday.
Heavy rains on July 14 and 15 lashed Seppa and entire East Kameng district causing disruption in road communication, power and water supply.
The Power Department has liaised with its West Kameng counterpart for providing uninterrupted power supply at Seppa town from Khuppi. The officials of power department have been directed to clear Khuppi to Seppa transmission line, if there were any fault.

Water supply in Seppa town was also restored partially. However, it will take few more days to complete restoration of water supply, informed the EE, PHED. Water is being supplied to the affected colonies through tankers.

Elderly woman sexually assaulted at Likabali

ITANAGAR, Jul 20: An elderly woman aged between 55-
The victim was being followed by the accused while walking towards the farm introducing himself as a daily wage labourer working under some local employer. However when the victim enquired about his local employer’s name, the accused allegedly pretended to be unaware of the employer’s name. The accused came back to the victim’s farm offering himself to work for a day. Later, when the victim was to light the fireplace at the farm hut, the accused pounced upon her and tried to strangulate her, police informed.
In the ensuing melee, the victim managed to jump down from the farm hut but the accused managed to grab onto her again. The fight lasted almost for 15 minutes until when a woman from the neighbouring farm arrived at the scene. On seeing the woman rushing towards the spot, the accused fled from the scene and managed to escape into the jungle, police said.
A case (22/15 U/S 447/323/307/376/511 IPC) has been registered at Likabali Police Station, informed Dr. DW Thungon, SDPO Likabali. He further added that one person suspected in connection with the case has been detained following a massive manhunt today.

AdiSU for rehabilitation of flood prone villages
ITANAGAR, Jul 20: In a letter to the Ministry of Tribal Affairs, Adi Students’ Union has called for rehabilitation of flood prone Mabira, Morapat and Mazgaon villages under Namsai District.
The state govt had recommended rehabilitating these villages in 2006 but nothing has been done, the students noted.
The Divisional Forest Officer of Namsai is reported to have stated that to rehabilitate these villages to some other suitable forest land, the approval from Centre is required under Forest Conservation Act of 1980. Beside this the villagers are situated in the downstream area of the proposed 1750 MW Demwe Lower HEP where proper downstream impact assessment of the project is yet to be done, the Union said. It suggested that flood prone area be converted into a reserve forest. A copy of the letter was also sent to the Ministry of Environment, Forest & Climate Change.
The Union informed the centre that due to floods in 2004 and 2012, the villages have been drastically affected and according to official verification the area is not suitable for human settlement. It said that the villagers continue to live there even though it is certified as unfit for human habitation.
It said that the villages surrounded by the Lohit River face constant danger and it is very difficult to come to their rescue during flood time as there is no road communication.
It further said that state government has not initiated anything even though the people of the area have been badly affected for more than a decade now. It further added that the cultivation land has been covered by silt and since 2004 the villagers are unable to cultivate any crops in the area.

Condolence pour in on Kamdak’s demise
ITANAGAR, Jul 20: The Arunachal Artiste Forum today deeply mourned the untimely demise of singing legend Marto Kamdak who passed away on 18th July last. In its condolence message to the bereaved family, the Forum termed his death as an irreparable loss to artiste fraternity of the state. AAPTAHWA demands regular maintenance of road
ITANAGAR, Jul 20: The All Arunachal Pradesh Trans-
Chairman, West Kameng District unit Sipa Siksa said that the on going earth cutting for the highway has worsened the condition of the road causing great inconvenience to the commuters.
AAPTAHWA urged the concern road construction company to do road maintenance work on regular basis or stop the earth cutting/road widening work during monsoon season or postpone it till September when rains recede to avoid this problem.
“The present condition of the road from Nechiphu Zero point to Seppa is in such a deplorable condition that it is almost impossible to drive even a light vehicle on the road, added Siksa.

60 flats to be completed in Jollang housing by 2016
ITANAGAR, Jul 20: Arunachal Pradesh Housing Minister Pema Khandu today informed the legislative assembly that New Delhi based Ishvakoo India Pvt Ltd, the company executing construction of 3000 flats at Jollang, has assured the department to complete 60 units of category E flats by December next year.
Responding to a supplementary question by BJP Tesam Pongte of BJP, the minister said the department had initiated the project during 2010 on PPP mode after execution of a memorandum of agreement between the construction company and State Urban Development Agency (SUDA).
He said 60 units under category E (Type V) were under construction while 116 applications for flat have been received so far.
When Pongte sought to know the reason for slow progress of the project, Pema said the company discontinued works after local problems cropped up.
However, the district administration evicted the illegal encroachers from the project site and the company has assured the department to complete 60 flats by December next year, he said.
Responding to a supplementary from senior BJP member Japu Deru on the terms and conditions in the MoA for compensation, the minister informed him that such provisions were incorporated.
In reply to a supplementary from Opposition BJP leader Tamiyo Taga as to why the department could not construct the flats when the company had stopped works, Pema said the since the project was in PPP mode, the department was not spending any amount but would convene a meeting with the company in September and ask to complete 60 units by next year. Teacher shortage issue, matter of deep concern
Teacher shortage issue has become perennial problem for the state of Arunachal Pradesh. Complaint about shortage of teachers keeps on pouring from various parts of state. Today local media carried report of how All Tirap District Students Union (ATDSU) is expressing resentment over the non posting of sufficient teachers in government schools under Tirap district. Union alleged that Govt. Hr. Sec. School, Khonsa is facing acute shortage of subject teachers.
It is unfortunate that despite lodging of so many complaints about insufficient teachers, the education department has not been able to find any solution to it.
In recent year on numerous occasions department had carried out recruitment drive of teachers. Such recruitment drive was supposed to ease teacher shortage issue but nothing has improved at ground level. One of the reasons attributed for it is concentration of teachers in the schools located in district headquarters and capital complex. Many teachers prefer the comfort of town life and often don’t go to their place of posting in interior areas. Too much of political interference is also harming education department. If state government in particularly education department does not take course correction in right time, then situation will worsen in years to come. The future of state is at stake. Shortage of teachers in the government run schools will harm the academic life of many poor students, who depends on government schools for the education.

Need to verify B.Ed degree
Dear Editor,
Through your columns, I want to express my utter surprise that many of my brothers having B.Ed certificates from CMJ and some from Dharbhanga Univerisity have been enlisted in the seniority list, to be promoted to J/T’s from A/T’s. There are more fake universities in India. If they are to be promoted, almost all of us can procure such certificates without learning anything.
I am working with many B.Ed degree holder teachers who can’t even plan his/her lesson to be taught even in primary level. Therefore, it will be immense help to the Education Dept to find real achievers from purchased degrees by holding a written test before they are promoted to Junior Teachers.
When going through the list, I have found candidates who have done class X through National Institute of Schooling. He/she has not done even class XII as per the list. His/ her name is enlisted but the names of some B.A. and Class XII (passed) candidates have failed to get a place in the list.
Any way, it is my sincere request to the DEE and DPC members that if CMJ and Darbhanga University B.Ed degree holders are promoted, there will be serious problem ahead of you and us. If it will be the trend, how can we expect a quality education for our next generation?

The rich versus the poor
Dear Editor,
Arunachal is a place where only two species can survive...
One is animals while the other is rich and corrupt human being.
The common people don’t have a place to survive here with day to day struggle with the dust and the potholes deep like the gates to hell, while the rich people are enjoying in their SUV with no worries about the dusts or the holes on the road.
We worry that the road might get slippery when it rains, while the rich corrupt peoples are again in their SUV’s and their homes for sure will not get drained by the rain. And some think we will get fooled by the plans of flyovers while we are having a hard time with no electricity for around 7 hours a day in this scorching summer.
Forget the air conditions, our fans are covered with dust, while the corrupt and the rich species are having fun with power and AC’s all over their houses.
I don’t know if they have a power house for their own inverters and generators. While the government is allowing numerous hydro electricity projects, people are still running out of water for daily uses.
While we are tired of holes in our pockets and keeping every penny to survive, they get richer. I believe they must have Alladin’s chiraag.
While we have degrees for jobs, still we are left behind.
I might have missed some point but still these are some crucial points.
No offence but if you take it as an offence then you are one among the two.
