PHE Seppa says, caught between ‘Devil and the Deep Sea’

ITANAGAR, Jul 20: Reacting to a photo story published in this daily with the caption, “Engineer Dilemma” on the anchor block of PHE Water supply pipe line at New Seppa, the PHE Division Seppa today said that the department was caught between the ‘devil and the deep sea’ claiming that the land owner was not allowing them to construct the structure at the appropriate location.

In a statement, the authorities claimed it had to face lots of odds and hostile situation while constructing the anchor block at the current area. It further said that the structure does not block movement of vehicles in any way and the height was further raised to ensure smooth flow of the commuters. The anchor block was completed in the year 2006-2007, the division added. “Criticising is easy, but only the engineers know that behind those concrete block lies their pain, the problems and the agony that they endured to built it”, said a release.

 

Forum writes to BSNL GM

ITANAGAR, Jul 20: The Meb Village People’s Forum in a letter to General Manage BSNL has drawn his attention towards non-functioning of mobile tower at Meb village under Rusu Panchayat, Sagalee. The forum alleged that even though power supply to the said tower was restored seven months ago, till date the tower is not functioning properly. They have appealed to the GM to take concrete steps, so that tower is made functional at the earliest.

Bhanu Bhakta remembered

PASIGHAT, July 20: The Nepali community residing in Pasighat observed the 201st birth anniversary of legendary poet Adikavi Bhanu Bhakta Acharya who translated Ramayana from Sanskirt to Nepali. Thousands of delegates from across the country reached Donyi Polo Yelam Kebang Hall, Pasighat here on July 19 to participate in the celebration, organised by the Nepali Sanskriti Suraksha Parishad (NSSP), Pasighat unit.

Local MLA Kaling Moyong lauded the efforts of NSSP and appealed all to follow the principles and ideals of Bhanu Bhakta who was not only a poet and philosopher but a great social reformer. In his address, Moyong expressed delight at the renewed energy and vigour of Nepali community. He stated that the contribution of the Adikavi would always be engraved in history. Opining that culture is the identity of a man, he said that spiritual development with strong ethics and high morality is the need of the hour and such celebration would go a long way in reviving the community. The young generation should emulate him so that the community regains its glorious era, he further added. The MLA has also exhorted the youths to devote their time and energy to studies to make a vibrant and progressive society.

Earlier, Deepak Shinde, ADC in his brief deliberation said such occasion should be used as a platform to promote brotherhood. Culture and heritage has always been of prime importance in India and therefore we should respect and embrace others cultures to take the nation towards peace and prosperity, he said.

Shinde urged the citizens to take preventive measures to contain Dengue Fever. Sharing some tips, he said still there was lack of awareness in the community and people must cooperate with the administration and health authorities in eliminating the breeding grounds for the mosquito by means of good environmental hygiene practices, he advised.

Ashoke Chourasia from New Delhi, Birendra Rana of neighbouring Assam and East Siang NSSP President AK Rana also spoke on the occasion. Other highlights of the day were traditional songs, dances and plays and the programme also saw presentation of various awards to the achievers in their respective fields. Awareness camp on JEs and vector borne diseases

DAPORIJO, Jul 20: An awareness camp on Japanese Encephalitis and other-vector borne diseases was conducted by the DVBDCPO at Sigi-Gusar here today.  

As part of the awareness camp, people were informed about various vector-borne diseases like JE and malaria and the ways to prevent it. A large number of slides were also collected from participants for testing and re-spraying of DDT was also carried out by the DDT team led by MSI Adam Gusar under the supervision of DVBDCPO Dr. B Nirin. Mock drill on disaster management

TAWANG, Jul 20: A mock drill on Disaster Management was conducted at Govt. Higher Secondary School, Tawang by 4th Bn ITBPF personnel.

The programme was organised to sensitise the teachers and students on the ways and means to deal with disasters. The Jawans also dealt at length about the precautionary measures to be adopted to avert disasters.

Further, the Jawans also displayed how to react to disasters like earthquake and fire accidents and carry out the relief and rescue operations. The high point of the exercise was involvement of the students in the rescue drill. Pamphlets on Dos and Don’ts during and post disasters were distributed among teachers and students. The DC thanked the ITBP Jawans and requested them to organize similar awareness campaigns across schools in the district.

Society conducts mock election

ITANAGAR, Jul 20: The Society for Education and Environment Development (SEED) of Bolung, Roing conducted a mock election on 16th July at Govt Sec School, Bizari in coordination with School Management Committee. The mock election was held for selection of class captain and vice captain for class VII.

Speaking on the occasion Obuk Pertin, SMC Chairman who also acted as the 1st polling officer encouraged the students to participate in more activities to get firsthand experience of election procedure and system in India. ZPM, BEO pay joint visit to ME School Pabua

ITANAGAR, Jul 20: Zilla Parishad Member of 7th Seppa Raju Gyadi and Block Education Officer Ashing Lamgu along with CRC today visited the Government Middle School Pabua under Seppa circle. The visit was made considering the problems faced by the school. During the visit, ZPM Raju Gyadi announced Rs. 1.5 lakhs for renovation of boys hostel. The announcement was made with due consultation from the local MLA. Interacting with the students, Gyadi stressed on discipline and punctuality and urged the students to devote in study.  Terming early marriage as a factor in ruining education, he suggested the students to abstain from it. The ZPM and BEO also assessed the other infrastructures in the school and held meeting with teaching community and School Management Committee to discuss smooth functioning of the school.

 

SMC Chairman appeals DDSE

ITANAGAR, Jul 20: The SMC chairman of government primary school, Gai under Balijan circle has written to deputy director of School Education urging him to take urgent steps to save the school from raging flood water of Balijan River. The chairman informed that Balijan River is posing serious threat to infrastructure of Gai primary school and if no precautionary steps are taken, the school will be washed away within a week.

 

Union submits memo

ITANAGAR, Jul 20: The All Arunachal Border Students’ Union (AABSU) has today submitted a four-point memorandum to the Chief Minister and sought early fulfillment of its demands.

It demands include; separate and independent border affairs minister to tackle border affairs in the state, creation of the post of independent commissioner, secretary, director, joint director, deputy director, assistant director and other ministerial staff for effective implementation of government policies relating to border affairs, establishment of Border Affairs Office in the state capital besides, raising of  3rd batch of AAPBN to safeguard the lives and properties of residents of border areas.

The Union further claimed that despite getting the nod from the state cabinet in 2010 regarding recruitment of the AAPBN 3rd batch, the GoAP has yet to take any initiative. It further urged the government to take early steps to expedite the process.

 

Assoc. demands magisterial enquiry

ITANAGAR, Jul 20: The All Puyu Panchayat Employee Welfare Association appealed to the Home Minister to order a magisterial probe into the death of Nabam Rigam and immediate suspension of the officer on duty until enquiry is over.

Condemning the alleged ‘irresponsible’ attitude of the officer-in-charge of PTC, Banderdewa, the association in a release alleged that none of the officer from PTC, Banderdewa turned up for his help and did not bother to evacuate the person to hospital for immediate medical attention.

“No officer from PTC arrived at Arunachal State Hospital till 8.30 am even after the doctor declared him brought dead”, the association claimed.

The association also sought immediate compensation to family members of the deceased.

 

Unions calls for release of arrear

ITANAGAR, Jul 20: The All Arunachal Pradesh Workers’ Union (AAPWU) Western Zone has called for release of arrears for W/C 4th grade after the completion of training at ATI Naharlagun and arrear of MACP under department of Power, PHED and various government departments of Tawang, West Kameng and East Kameng claiming that it has been kept pending for the past two years.

In its memorandum submitted to the chief secretary, it expressed unhappiness saying that all its repeated persuasion to the concern authorities have been futile.

The union has further warned of resorting to democratic movement after 15 days if its demand was not fulfilled.

Farmers Producers Org launched at Laptap

ITANAGAR, Jul 20: Farmers Producers Organsation, Laptap - a collaborative venture of NABARD, Itanagar and KVK Papumpare – was launched by Sagalee Additional Deputy Commissioner J. Pertin at Laptap village today.

Addressing the farmers on the occasion, NABARD General Manager HS Singh, motivated all the farmers and said that group dynamism can solve various problems of the farmers. He exhorted the farmers to work as a team for all round development of the farming community of the district. He cited examples of various Producers’ Organisations functioning successfully in other states like Gujarat, Punjab etc. and hoped that the farmers of Arunachal Pradesh would also scale similar heights. He assured full support from NABARD for the development of the PO.

Dr. Taba Heli, Co-ordinator, KVK Papum Pare motivated the farmers to actively participate in the functioning of the PO and help the KVK to prepare a Business Plan for the PO. He discussed in detail about the programmes that are going to be conducted in the near future for members of PO viz. awareness creation, capacity building training, technical support, professional management, market access, regulatory requirements, exposure visits etc.

 

Basic computer course

YINGKIONG, Jul 20: The first batch of 60 students completed a six months computer education course conducted by Third Eye Computer Education, Yingkiong.

Initiated by Geku-Mariyang MLA Olom Panyang, the computer course is being conducted to provide the learners, especially students of the district with basic computer skills.

The course was conducted under the guidance of Manager, Otin Taku and MD, Mom Bida.

Inflated land compensation delays TAH

Govt. to expedite land compensation

NAHARLAGUN, Jul 20: The State Government has taken serious note of the inflated land compensation amount which has caused delay in implementation of the Trans-Arunachal Highway (TAH), especially Potin-Pangin segment of the highway.

The State Cabinet has decided that compensation will be admissible only in respect of constructions which are prior to notification for the land acquisition. Further, no compensation will be paid for any structure howsoever old it is, if it falls within five meters from the central line of the road.  

Earlier, the Government had set up a Committee headed by Belatee Pertin, Commissioner (Land Management) to review the whole matter and make its recommendation.  

The Deputy Commissioners of Lower Subansiri, Upper Subansiri, Kra Daadi, Kurung Kumey and West Siang have been directed to expedite the matter and finalise land acquisition by July 31.

It is hoped that with finalisation of the reduced compensation, work on TAH will progress fast after the rainy season is over.

It is also noted that execution of TAH in the eastern districts of Tirap, Changlang, Longding and Lohit is progressing well and there has been no difficulty in land compensation.

Guv and GOC discuss issues related to security, road communication

ITANAGAR, Jul 20: GOC, 4 Corps, Tezpur Lt. General Sarath Chand called on the Governor of Arunachal Pradesh JP Rajkowa at Raj Bhawan here today. The duo discussed on various issues related to security and road communication in the western section of the state.

While emphasising that road projects under the Border Roads Organisation must be expedited and should be quality-all-weather roads, the Governor advised the GOC to regularly monitor the road projects. He pointed that the border roads are not only of national importance but also mean economic well-being and prosperity of the state and its people. The Governor suggested that goodwill projects must be taken up by the army in the border areas to arrest the migration of the indigenous communities and stop thinning of population. He advised the GOC to focus on providing assistances in the health and education sectors.

The GOC also apprised the Governor of various bottlenecks for setting up of Defence projects and infrastructure in the state, including land acquisition, availability of aggregates for construction and forest clearance etc.

The Governor on his part assured to take up the issues with the state government positively. Secretary to Governor Shurbir Singh was also present in the meeting. (PRO to Governor)

 

 

Cong MLAs defend budget

ITANAGAR, Jul 20: Dismissing criticism of the BJP members over the state budget, most of the Congress MLAs today described the 2015-2016 Arunachal Budget as people-friendly, development oriented and realistic one.

Participating in the budget discussion in the assembly, Congress MLA C T Mein said that it was the best he had seen in his decades-long political career. Mein, who has been its member since 1975, said the state is behind by 1000 years in terms of development and the members in the house should work together to develop it.

Referring to the budget, he said Rs 30 crore allocated to Chief Minister’s Universal Health Insurance Scheme (CMUHIS) with increase in coverage money per family per year from Rs two lakh to three lakh would immensely benefit the masses.

“The budget is economy-driven with highest allocation in agri-horti sector, particularly in tea, rubber and oil palm cultivation is aimed at uplifting the rural economy”, he said adding apple grown in Arunachal Pradesh is among the best in the country.

Mein, who is also the parliamentary secretary for environment and forest, informed that the department would soon sign a MoU with Numaligarh Refinery Limited to sell bamboo found abundantly in the state.

Stating that Tea Board was not supporting the small tea growers of Arunachal like in other states, he said the state government had tried to avail the Board’s benefit of Rs 1.4 lakh per hectare for tea cultivation.

“In Wakro area under Namsai district, tea growers are cultivating organic tea and Arunachal could become the richest in the world if the agri-horti sector is properly tapped,” Mein said.

Taking part in the budget discussion, Congress member Jomde Kena termed the budget as "vision-oriented and people-friendly" and lauded the government for keeping provision of Rs 5 crore for construction of a cultural hall for Adi and Galo communities at Mopin-Solung ground here. BJP member Tage Taki while terming the budget as "beautiful imaginary", said that it was good for a developed states but not for a state like Arunachal Pradesh which depends on the Centre for every penny.

He said 90 per cent of the districts of the state do not have adequate infrastructure and no thrust is given on much-needed infrastructure development. He suggested allocation of Rs 100 crore instead of Rs 30 crore for maintenance of district roads.

Participating in the budget discussion, MLA Tesam Pongte sought for more budgetary fund for improvement of existing infrastructures of various police stations in the state. He also called for increase in MLA Local Area Development Fund and sought budgetary allocation of Rs 100 crore for DoTCL.

Appreciating the Budget proposal as people-friendly, MLA Phosum Khimhun called for budgetary support to RWD also. He further said that the state Govt should encourage hydro power generation and hoped that fund for the DoTCL will be increased in next budget.

While participating in the budget discussion, MLA Kaling Moyong urged the state Govt to provide fund for promotion and preservation of indigenous dialects in the state. The Govt should take steps for early completion of Assembly secretariat building, he said. Moyong also sought financial support to control Dengue in East Siang district. He said the state Govt should allocate separate fund for the constituencies which are not covered under BADP schemes.

Appreciating the Budget proposal as people-friendly, Phurpa Tsering called for proper monitoring of the CMUHIS, while MLA Tamar Murtem urged the Govt to give priority on  infrastructure development of the state.

While supporting the budget, Kalikho Pul appealed to the Govt   to  increase fund allocation to health sector and  give priority in mining sector to generate revenue.

Participating in the budget discussion, MLA Kento Rina urged the Govt to cover more villages in rural areas under Chief Minister’s Universal Health Insurance Scheme.  Rina also stressed on infrastructure development in education sector.

Terming the budget at  development-oriented and people friendly MLA Pani Taram urged the Govt to keep  provision for 2 percent job reservation  in Govt service for the artistes of the state.

Taking part in the discussion, MLA Olom Panyang urged the Govt to take steps for early construction of proposed ITI under Mariyang-Geku constituency. Informing that no BADP schemes are implemented in his constituency, he sought financial support to his constituency as non-BADP fund. (With inputs from PTI)

Normalcy limping back to East Kameng

SEPPA, Jul 20: Normalcy is slowly returning to Seppa and other parts of East Kameng with restoration of road communication between Seppa and Tezpur on Friday.

Heavy rains on July 14 and 15 lashed Seppa and entire East Kameng district causing disruption in road communication, power and water supply.

The Power Department has liaised with its West Kameng counterpart for providing uninterrupted power supply at Seppa town from Khuppi. The officials of power department have been directed to clear Khuppi to Seppa transmission line, if there were any fault.

Pacha Hydel project remained non-functional due to washing away of the channel. Restoration works of Pakoti Hydel is going on and will be ready to generate power for nearby areas within few days.

Water supply in Seppa town was also restored partially. However, it will take few more days to complete restoration of water supply, informed the EE, PHED. Water is being supplied to the affected colonies through tankers.

New Seppa will remain cut off for vehicular movement as it will take some time to construct the washed out culvert.

Normalcy is also limping back to Seijosa town after the devastating rain. Immediate relief materials have been provided to the affected families. According to AE, PWD Pipu the Seppa-Pipu road has remained blocked at several locations.

The restoration work of arterial roads in Seijosa town is going on while condition of roads in few colonies is still in dilapidated condition, informed, ADC Seijosa.

There was no any shortage of essential items. The DFC&SO Seppa has been directed to check any hoarding by the traders.  

The members of EKSWCO along with the public have conducted social services to clear debris inside the houses of the affected families.

The RWD department has opened up Nyari Welly Model Village road.

The district administration appealed to the public of Seppa and other parts of the district not to panic in such situation and calm.

Elderly woman sexually assaulted at Likabali

ITANAGAR, Jul 20: An elderly woman aged between 55-60 years old was allegedly attempted to rape by an unknown person at Likabali in West Saing district on Friday morning around 7:30 am, informed police.  Police sources divulged that the incident occurred when the victim was going to her fields as daily routine somewhere 3 kilometers off Likabali town in the morning.

The victim was being followed by the accused while walking towards the farm introducing himself as a daily wage labourer working under some local employer. However when the victim enquired about his local employer’s name, the accused allegedly pretended to be unaware of the employer’s name. The accused came back to the victim’s farm offering himself to work for a day. Later, when the victim was to light the fireplace at the farm hut, the accused pounced upon her and tried to strangulate her, police informed.

In the ensuing melee, the victim managed to jump down from the farm hut but the accused managed to grab onto her again. The fight lasted almost for 15 minutes until when a woman from the neighbouring farm arrived at the scene. On seeing the woman rushing towards the spot, the accused fled from the scene and managed to escape into the jungle, police said.  

A case (22/15 U/S 447/323/307/376/511 IPC) has been registered at Likabali Police Station, informed Dr. DW Thungon, SDPO Likabali. He further added that one person suspected in connection with the case has been detained following a massive manhunt today.

A 35-year-old woman was strangled to death after rape in a remote area near Likabali West Siang district in August, 29 2014. The accused Bohuna Das of Harmutty, Assam is currently languishing in Likabali jail for the crime. Meanwhile, the Jigo Yego Students' Union has expressed shock over the attempted rape case at Malini village which has occurred after a few months of Garu rape case.

While demanding the district administration for appropriate action against the culprit involved in the incident, the JYSU also appealed to the State Government to take up necessary action and bear the medical expenses of the victim.

 

 

CM’s welfare scheme not implemented: PPA

ITANAGAR, Jul 20: The People’s Party of Arunachal (PPA) has criticised the Nabam Tuki led Government for failing to implement the ‘Chief Minister's Welfare Scheme’, especially meant for those people living in international borders.

“Tuki led Government had promised in their election manifesto in which the people living near international borders like Bhutan, China and Myanmar would be provided with 10 kgs of rice and 2kgs of salt free of cost. In this regard there was a budgetary provision during the year 2014-15 which was announced in the floor of the house last year christened as Chief Minister's Welfare Scheme but the scheme is yet to be implemented”, stated PPA in a release.

The Chief Minister's Welfare Scheme was launched amidst much fanfare and full of rhetoric to discourage the increasing pace of migrations of those inhabitants living along the border region to district HQs and Capital area, it said.

The Party also criticised the State Government for hurriedly announcing the National Food Security Scheme on August 20, 2013, which was then in its ordinance form, without having done even the basic of its homework for its practical implementation in the state. Two years have passed since the scheme attained the status of Act but it is yet to be implemented in the state.

“Was it just an election gimmick to fool the masses,” the party questioned.

The party also sought explanation from the Parliamentary Secretary for Food & Civil Supplies and Consumer Affairs as to why the National Food Security Act did not find a mention in the budget proposals for the year 2015-16.

The party said that the Parliamentary Secretary had proposed on behalf of the state government during his participation in a National Conference at New Delhi on July 7 that the National Food Security Act would be implemented in Arunachal Pradesh.

Besides, the budget is silent on the required budgetary provision for food & transport subsidy, two most important components for successful implementation of Food Security Act in the state, the party added.

 

 

Re-tender distributors of AP conventional paper and online lottery: ANYA

ITANAGAR, Jul 20: The All Nyishi Youth Association (ANYA) in a memorandum has demanded the Chief Minister for immediate cancellation of the appointment of M/s Future Gaming Solutions India (P) Ltd. and M/s Summit Online as distributors/selling agents for marketing of Arunachal Pradesh conventional paper and online lottery.

ANYA in its memorandum said that M/s Future Gaming Solutions India (P) Ltd. and M/s Summit Online were illegally appointed as the distributors/selling agents for marketing of Arunachal Pradesh conventional paper and online lottery through a tender floated on Nov 1 2013 against the interest of the people of the state and in violation of the Lottery Regulation Act, 1998 and the Lottery (Regulation) Rules, 2010.

While demanding immediate cancellation of agreement executed between M/s Future Gaming Solutions India (P) Ltd. and Govt. of Arunachal Pradesh and between M/s Summit Online and Govt. of Arunachal for running lottery business in Arunachal Pradesh, ANYA further demanded for re-tendering of the same by cancelling the earlier tender.

Further, it demanded immediate modification of lottery policy in the State in favour of indigenous firms/companies and imposing ban on participation of firms/companies from outside the state in the tender.

ANYA claimed that M/s Future Gaming Solutions India (P) Ltd. owned by S Martin and M/s Summit Online owned by Prashant Jain had bad track records and many civil and criminal cases are still pending against them in many parts of the country. S Martin is wanted by CB1.

“After illegally disqualifying all other competitors in the said illegal lottery tender, both the above mentioned companies have quoted the price at around Rs. 11 crore per year for the entire state lottery business, due to which the state is losing huge revenue, the memorandum claimed, and appealed to the Chief Minister to take necessary steps in this regards within 7 days in order to fulfill the demands failing the association threatened to launch democratic movement.

 

 

CM assures for early restoration of Dura Nallah and Tafragam hydels

ITANAGAR, Jul 20: Chief Minister Nabam Tuki today assured the Legislative Assembly for early renovation and   restoration of the Dura Nallah and Tafragam hydel stations.

Responding to a supplementary from MLA Dr Mohesh Chai,  the chief minister said a  new technology (Japanese technology) cascading machine (3x 10O KW capacity) was installed in place of old and obsolete machine (2x 100 KW) in 2013 for Dura Nallah hydel. After two months of operation during 2013, the machine was shut down due to low discharge. Though the operation re-started from July to October 2014, the machine is lying non-functional since then due to a technical snag in one of the turbines and load controller of the cascaded machine. However, the chief minister said the matter has been brought to the notice of the Company as it is still under the warranty and guarantee of the turnkey contractor for renovation and restoration. He further said the old unit of the project (2x100 KW) is under operation.

Both Dura Nallah and Tafragam hydel stations are funded by Union Ministry of New and Renewable Energy. State Govt so far received Rs. 402.63 lakh (including state share of Rs 90 lakh) and Rs. 282.70 lakh (state share Rs 56.26 lakh) for Dura Nallah and Tafragam hydel stations respectively.

Regarding Tafragam hydel station, Tuki said the plant is shut down at present due to bursting of 600 mm dia sluice valve and heavy leakage of pipes in many places. The increase in the power generation of the machine can be ascertained only after proper stabilization of the machine, he said.

The Chief Minister further said that power requirement of the state will be fulfilled after completion of the on-going 110 MW Pare Hydel project and 600 MW Kameng Hydel project. Moreover the state Govt has decided to provide solar power to the remote and unconnected villages, he added.  

Mebo-Dhola road: State Govt has approached the DoNER ministry recently and raised the problem in maintaining the inter-state roads, said Chief Minister Nabam Tuki.

Informing that there are 12 NEC sponsored roads which directly connect Assam, Chief Minister said the  DoNER ministry has earmarked Rs 225 crore for maintenance  and renovation of roads in  the state.

Responding to a supplementary from MLA Lombo Tayeng, the Chief Minister informed the house that an amount of Rs.15 lakh each for maintenance of Mebo-Dhola road and Mebo township has been released. Most of the fund has been spent on construction of damaged bridges on the said road, the chief minister maintained. However, he assured to release the remaining fund in current financial year and said that road will be improved in phase-wise manner.

 

 

AdiSU for rehabilitation of flood prone villages

ITANAGAR, Jul 20: In a letter to the Ministry of Tribal Affairs, Adi Students’ Union has called for rehabilitation of flood prone Mabira, Morapat and Mazgaon villages under Namsai District.

The state govt had recommended rehabilitating these villages in 2006 but nothing has been done, the students noted.  

The Divisional Forest Officer of Namsai is reported to have stated that to rehabilitate these villages to some other suitable forest land, the approval from Centre is required under Forest Conservation Act of 1980. Beside this the villagers are situated in the downstream area of the proposed 1750 MW Demwe Lower HEP where proper downstream impact assessment of the project is yet to be done, the Union said. It suggested that flood prone area be converted into a reserve forest. A copy of the letter was also sent to the Ministry of Environment, Forest & Climate Change.

The Union informed the centre that due to floods in 2004 and 2012, the villages have been drastically affected and according to official verification the area is not suitable for human settlement.  It said that the villagers continue to live there even though it is certified as unfit for human habitation.

It said that the villages surrounded by the Lohit River face constant danger and it is very difficult to come to their rescue during flood time as there is no road communication.

It further said that state government has not initiated anything even though the people of the area have been badly affected for more than a decade now. It further added that the cultivation land has been covered by silt and since 2004 the villagers are unable to cultivate any crops in the area.

 

 

LDV monitoring committee not satisfied with projects

ROING, Jul 20: The first quarter meeting of the Lower Dibang Valley District Level Monitoring Committee for the year 2015-16 was held in the office of the Deputy Commissioner, Roing today.

The members of the monitoring committee expressed dissatisfaction over the progress of works at Re-construction cum Re-alignment works at Hunli-Desali road under RIDF-XII citing that the physical achievement is very poor and works progress is too slow.

Chairing the meeting, DC Shiv Kumar urged the executing agencies to ensure maintenance of the quality of works and also requested the members present to regularly monitor during the execution of works.

After the meeting, the members physically inspected the Indoor Sports Complex and Type-III & Type-IV Govt quarters constructed under TFC, Indoor Patient Block at District Hospital and CC roads constructed by PWD and DUDA in the Roing Township. The members expressed dissatisfaction over the construction works of CC Roads in the Roing township and instructed the executing agencies to rectify it immediately otherwise to take necessary steps against the executing agencies. The heads of various working departments highlighted the physical and financial progress of various Central Sponsored Schemes.  

Under PWD, major works include extension, maintenance and carpeting of Roing township road, Bridge on Dambuk-Paglam road under Inter State Connectivity Scheme (ISC), re-construction cum re-alignment of Hunli-Desali (23.323 Km) under RIDF-XII, construction of Polytechnic College at Simari (Roing), infrastructure development for Sub-divisional Office Building at Dambuk (PH-II), RCC road with drainage at Roing township among others.

Major works carried out by RWD under PMGSY includes construction of road from 3 Km point on Hunli - Anini BRO road to Abrango(Stage-I), construction of Road from NH-52 to Poblung–II, construction of road from Parbuk to Kabang and construction of road from PWD road to Paglam village and multipurpose Cultural Complex at Ezengo under SPA and construction of Stage cum VIP Gallery at Rehko Complex at Roing under MP LAD(RS).

Under the Power Department, major works include construction of 33/11KV, 2x5MVA Power Sub Station at Deopani near Roing and providing High Voltage Distribution System in Roing Township which is in progress.

Works in progress by PHED includes augmentation of water supply to Roing township under RIDF and water supply schemes at Kangkong and Hunli under NRDWP.

Works under Urban Development & Housing includes up-gradation of urban roads into Concrete Cement at Roing (Phase-I).

Mama Miso, Kaling Pertin, Manga Umpo, Starson Saring and Titel Pertin, ZPMs besides administrative officers and heads of executing agencies attended the meeting. (DIPRO)

 

 

Condolence pour in on Kamdak’s demise

ITANAGAR, Jul 20: The Arunachal Artiste Forum today deeply mourned the untimely demise of singing legend Marto Kamdak who passed away on 18th July last. In its condolence message to the bereaved family, the Forum termed his death as an irreparable loss to artiste fraternity of the state. The forum observed two minutes silence at Directorate of Art and Culture Office as a mark of respect and prayed for his eternal peace.

Meanwhile, Arunachal Congress Committee has also conveyed its condolences to the bereaved family of Late Kamdak. APCC termed late Kamdak as ‘King of melody’ who was remembered for his simplicity, jolly and humorous nature and as a good human being. APCC also termed his demise a great lost to the state especially in field of music.

Further, the Galo Welfare Society while mourning the death of singer Marto Kamdak has said that his melodies songs will always enchant the hearts of millions and always be remembered,

He has contributed immensely to the growth of art and culture in the entire region and was loved and admired by all sections of people, it said in a message.

The Society observed two minutes silence as a mark respect to the departed soul of Late Marto Kamdak on July 19. Kamdak died on July 18 following a massive stroke.

The Donyi Polo Father of Cultural Society of Arunachal Pradesh (DPFCSAP) conveyed condolences over the untimely demise of Marto and observed two minutes silence as mark of respect to the departed soul. Describing his death a great loss to the State, DPFCSAP appealed to the State Government to take necessary steps to help and extend financial support to the kith and kin of late Kamdak for completion of their studies.

The Confederation of Service Association of Arunachal Pradesh (CoSAAP) also deeply mourned the untimely demise of Kamdak. He served as Secretary, Cultural Affairs in CEC CoSAAP from 2010 to 2015.

“The State has lost a multi talented singer, who sung more than 200 songs in different dialects of the State and even in Assamese and Hindi. His death is an irreparable loss for the people of entire state. He will always be remembered by every music lover.

CoSAAP on behalf of all the State Govt. employees of Arunachal Pradesh prayed to almighty to rest his departed soul in peace and give strength to the bereaved family to bear the irreparable loss.

Further, CoSAAP expressed shock over the death of young IRBn personnel Nabam Rigam in Police Training Centre, Banderdewa and demanded immediate investigation of the case to unearth the truth behind the death.

 

 

AAPTAHWA demands regular maintenance of road

ITANAGAR, Jul 20: The All Arunachal Pradesh Trans-Arunachal Highway Welfare Association (AAPTAHWA) demanded the department concerned for proper maintenance of interior Bana, Palizi, Ramda, Khuppi, Nechipu Zero point roads under East and West Kameng Zone.

Chairman, West Kameng District unit Sipa Siksa said that the on going earth cutting for the highway has worsened the condition of the road causing great inconvenience to the commuters.

AAPTAHWA urged the concern road construction company to do road maintenance work on regular basis or stop the earth cutting/road widening work during monsoon season or postpone it till September when rains recede to avoid this problem.

“The present condition of the road from Nechiphu Zero point to Seppa is in such a deplorable condition that it is almost impossible to drive even a light vehicle on the road, added Siksa.

Alleging that sub-standard materials are being used for the construction of culverts, AAPTAHWA President Papu Tayem demanded the construction company to maintain quality of works by strictly following the CPWD norms.

He also alleged of disproportionate sand-cement mixture and use of inappropriate size of iron bar (of 8mm) in the construction of small culverts and bridges.

AAPTAHWA urged the chief engineer (western zone) to immediately renovate the existing old road which is totally left unattended. The road is considered as life line for the people of west and east zone.

 

 

60 flats to be completed in Jollang housing by 2016

ITANAGAR, Jul 20: Arunachal Pradesh Housing Minister Pema Khandu today informed the legislative assembly that New Delhi based Ishvakoo India Pvt Ltd, the company executing construction of 3000 flats at Jollang, has assured the department to complete 60 units of category E flats by December next year.

Responding to a supplementary question by BJP Tesam Pongte of BJP, the minister said the department had initiated the project during 2010 on PPP mode after execution of a memorandum of agreement between the construction company and State Urban Development Agency (SUDA).

He said 60 units under category E (Type V) were under construction while 116 applications for flat have been received so far.

When Pongte sought to know the reason for slow progress of the project, Pema said the company discontinued works after local problems cropped up.

However, the district administration evicted the illegal encroachers from the project site and the company has assured the department to complete 60 flats by December next year, he said.

Responding to a supplementary from senior BJP member Japu Deru on the terms and conditions in the MoA for compensation, the minister informed him that such provisions were incorporated.

In reply to a supplementary from Opposition BJP leader Tamiyo Taga as to why the department could not construct the flats when the company had stopped works, Pema said the since the project was in PPP mode, the department was not spending any amount but would convene a meeting with the company in September and ask to complete 60 units by next year. Teacher shortage issue, matter of deep concern

Teacher shortage issue has become perennial problem for the state of Arunachal Pradesh. Complaint about shortage of teachers keeps on pouring from various parts of state. Today local media carried report of how All Tirap District Students Union (ATDSU) is expressing resentment over the non posting of sufficient teachers in government schools under Tirap district. Union alleged that Govt. Hr. Sec. School, Khonsa is facing acute shortage of subject teachers.

It is unfortunate that despite lodging of so many complaints about insufficient teachers, the education department has not been able to find any solution to it.

In recent year on numerous occasions department had carried out recruitment drive of teachers. Such recruitment drive was supposed to ease teacher shortage issue but nothing has improved at ground level. One of the reasons attributed for it is concentration of teachers in the schools located in district headquarters and capital complex. Many teachers prefer the comfort of town life and often don’t go to their place of posting in interior areas. Too much of political interference is also harming education department. If state government in particularly education department does not take course correction in right time, then situation will worsen in years to come. The future of state is at stake. Shortage of teachers in the government run schools will harm the academic life of many poor students, who depends on government schools for the education.

Need to verify B.Ed degree

Dear Editor,

Through your columns, I want to express my utter surprise that many of my brothers having B.Ed certificates from CMJ and some from Dharbhanga Univerisity have been enlisted in the seniority list, to be promoted to J/T’s from A/T’s. There are more fake universities in India. If they are to be promoted, almost all of us can procure such certificates without learning anything.

I am working with many B.Ed degree holder teachers who can’t even plan his/her lesson to be taught even in primary level. Therefore, it will be immense help to the Education Dept to find real achievers from purchased degrees by holding a written test before they are promoted to Junior Teachers.

When going through the list, I have found candidates who have done class X through National Institute of Schooling. He/she has not done even class XII as per the list. His/ her name is enlisted but the names of some B.A. and Class XII (passed) candidates have failed to get a place in the list.

Any way, it is my sincere request to the DEE and DPC members that if CMJ and Darbhanga University B.Ed degree holders are promoted, there will be serious problem ahead of you and us. If it will be the trend, how can we expect a quality education for our next generation?

The rich versus the poor

Dear Editor,

Arunachal is a place where only two species can survive...

One is animals while the other is rich and corrupt human being.

The common people don’t have a place to survive here with day to day struggle with the dust and the potholes deep like the gates to hell, while the rich people are enjoying in their SUV with no worries about the dusts or the holes on the road.

We worry that the road might get slippery when it rains, while the rich corrupt peoples are again in their SUV’s and their homes for sure will not get drained by the rain. And some think we will get fooled by the plans of flyovers while we are having a hard time with no electricity for around 7 hours a day in this scorching summer.

Forget the air conditions, our fans are covered with dust, while the corrupt and the rich species are having fun with power and AC’s all over their houses.

I don’t know if they have a power house for their own inverters and generators. While the government is allowing numerous hydro electricity projects, people are still running out of water for daily uses.

While we are tired of holes in our pockets and keeping every penny to survive, they get richer. I believe they must have Alladin’s chiraag.

While we have degrees for jobs, still we are left behind.

I might have missed some point but still these are some crucial points.

No offence but if you take it as an offence then you are one among the two.
